RR07-11: The paper then reviews local housing policy in three case-study cities in states with different approaches to housing and land use policy: California, Massachusetts, and Florida. These cities (Pleasanton, in the San Francisco metropolitan area; Newton, just outside Boston; and Coral Gables, adjacent to Miami) all are affluent, job-rich suburbs where housing policy is either well rooted or newly emerging.
