As the end of 1997 approaches, sweeping public polity initiatives are joining with long-term demographic, income, and mobility trends to fundamentally alter the state of the nation's housing. For most homeowners, this juncture will largely go unnoticed; in fact, the conditions for purchasing and maintaining homes are uniformly favorable. For many low-income renters, though, recent policy shifts could seriously restrict already limited access to decent and affordable housing.
